I'm unsure as to just who knows what in the War of Heroes.
The government obviously has the whereabouts of quite a few Users, but are criminal Users like Levi publicly announced as dangerous? Obviously they would know Levi and his group exists - they took over Alcatraz - but how MUCH do they know, and what do they have on the rogue Users? What is the relationship between Levi and Kuro, enemies or neutral? Does the government know who they are or what they look like, and if not, do they know their powers and other abilities?
